I disagree. To the extent that it would continue to keep bump stocks out of the hands of potential mass murderers like the loon who shot up the Las Vegas music festival, it is significant. Agreed that it wouldn't change the rate of killings via handguns and semi-automatic rifles, but Vance would oppose any moves in that direction as well.

I guess I'd grant that considering the high number of injured and dead in Las Vegas, but at the same time it's only addressing a specific mechanical means in mass shootings rather than meaningfully addressing the issue as a whole - which is that it's trivially easy to act on that particular kind of impulse in the US.
